Presented by
The Environmental Land Use Law Section and Animal Law Section

The Environmental and Land Use Law Section and the Sea Turtle Conservancy (STC) invite you to join us for a 1.5 hour virtual lunchtime CLE to discuss how lighting ordinances protect Florida’s sea turtles. The STC is an organization that not only researches and protects sea turtles but also assists local governments with improving their lighting ordinance language and enforcement strategies based on Florida’s updated Model Lighting Ordinance for Sea Turtle Protection (2020). In this course, STC will share how sea turtles are affected by poorly managed coastal lights and how local governments play a key role in reducing sea turtle disorientations. Attendees will learn what makes an ideal sea turtle lighting ordinance, challenges that come with enforcement, and recent impacts by Senate Bill 180 (2025). Speakers for this CLE include Stacey Gallagher, STC Development and Policy Coordinator, Rachel Tighe, STC Lighting Program Manager, Kealey West, Assistant St. Johns County Attorney, Board Certified in City, County, and Local Government by the Florida Bar, and Maggie Boselowitz, an Environmental Specialist with St. Johns County, who will share how the County successfully enforces its sea turtle lighting ordinance.
